Agreed Simon, but China would not turn down Phulbari if GoB gave a thumbs up to the GCM project as they can argue PC are integral anyway.

There is a term for that GP and it is FOMO but as I keep saying the urgency really is with GoB to set the ball rolling. They can't even wait for the summit in Beijing as that is the old mentality they need to show control of their own and ownership of the project. Phulbari is not dependant on the Chinese.
