Reading between the lines Bangladesh is sending a strong message to China that geopolitical alignment is not on the table but cooperation on projects like Phulbari will be welcomed with PC being amply rewarded. I imagine and this is fact; every day not giving the GL is costing Bangla £1m at least and that is just avoiding paying for no coal(capacity charges) and buying coal on the open market(importing) and has nothing to do with GCM staying in existence to manage Phulbari but just the effect on costs and electricity as a result of an entity starting OPM of Bangla's own resource which they can't do while the licence is with GCM. i.e. five weeks and four days would pay for your 14p and I think Hasina would see that as unreasonable should she want for example BPDB to have the licence.

The clients might be connected and India and Bangladesh can probably be regarded as joined at the hip re GCM beneficiaries.
