My plan is to emphasize the incompetence and educate the masses in Bangladesh about good practice with the potential to make the premier a bit uneasy unless she gets more assertive in sorting the situation. They are always happy to do nothing while they are still lining their pockets but it happens through the promotion of incompetence as far as I can tell.
Brigra; my point on the BGEO board was that Russians dissenting from Putin will have moved their capital out of Kremlin control and this new law puts them on the radar for Siberian accommodation - potentially! if they have to have their holding declared. Also it may expose Russians who have escaped conscription who moved to Georgia. It is therefore a case of trying to improve the war effort by a pro/appeasing Russian government and stem the adverse flow from there which actually also pleases Georgians who do not like all the Russians in their midst. I have contended BGEO has benefitted from the trend.

Agree NewboF; it signalled a determination of China to arm twist GoB into behaving with some purpose and things have moved on apace since then, mainly due to their dire straits but Phulbari being the low hanging fruit for addressing problems of finance. We don't really need anymore links/news on OPM being on as that has always been the case in the last few months. I am more interested in how long approval takes and what will be the administrative arrangement for it as the SP indicates uncertainty on this point imo. I think a Dhaka quote will be required for starters if GCM is involved as the Chinese have a 25% stake there but there could possibly be a new company set up with Bengalis in charge and GCM compulsory purchased. The bigging up of the coal mining issue goes against us IMO as it becomes more high profile.

If you think over the possible agenda in the energy committee meeting it would be high priority to approve OPM but subsequent to it what you get is a high level mission to Beijing. Some details need ironing out about Sino-Bengali relations before a GL is given imo.
I am sure it will be a cash cow but is a big capital budget item and when they advertised for a partner for Woodsmith I think it put them in play for the copper assets. It looks like the copper will pay for Woodsmith and sell AAL now as valuable assets.
Not enough analysis done on this news- New projects, Chinese RMB transaction top agenda FM may go on advance trip next month. The old Moneyweek article emphasised the scale of Phulbari and PC is state directed. The Finance minister and Hasina probably have a lot of related issues with the granting of permission to OPM and for PC to take it to the next level the issue of being paid for work would be top of the agenda for Xi and then there are the logistics of the job. China would not allow PC to sign operational contracts without the physical on the ground route for the achievement of them.
I don't know if this trip delays further progress to GL but I can see that a thorough discussion on related issues is what Xi would require and this is the stumbling block to overcome the GoB have discovered.
It looks like the Chinese are going to want to be paid in their own currency. This is sensible of them if the Taka is depreciating and that depreciation will only improve as industry capacities can be fully engaged. I hope plenty of the natives will be employed by the Chinese and they can improve their skills base and be employed at Phulbari.
The nod that matters is Phulbari but as you don't understand what subtext is, it means implied and that means Phulbari will not be discussed but does enable what is discussed. What is important is to get public finances heading in the right direction.
