Something can be important but not urgent. They have said it's being submitted as matter of national importance, NOT a matter of urgency, note: cabinet do not yet have it according to the RNS.
I'm no expert on Mongolian politics or their political system but we seem to have quite a few here who reckon they are(!) so perhaps they can enlighten me on how soon matters of national importance are decided upon in Mongolia?
I mean, some might say HS2 is a matter of national importance in the UK, but it can take months/years to debate such subjects in the house of commons.
