Or, as may well be true they need 5 or 6 Itumbula's to justify the investment?

We know that Galactica income is some 12 months away (assuming success), Mining License approval circa 6 months away and that a JV was only ever considered for production facilities not for exploration or appraisal. So unless we are going to hire the rig out for the next 12 months we will have no income; are you suggesting there will no no operational activity in that 12 month period? I think they will be looking to re-enter/ extend Tai3 or drill an adjacent well in the coming 3 - 6 months. So yes, whilst that is not "immediate", the BoD will be looking for funding in the short to medium term methinks?

Though you could argue that whilst the Mining License approval is pending why risk more shareholder funds drilling another well until you have that approval? In which case we may see the rig hired out for the duration of that pending approval?
