No warehousing is not allowed. They can run a long (or short)position, which is dodgy anyway considering they control the market, but to transfer it it would have to go through the market, as if they sold to anyone else.
You're right, they don't have to declare tr1s.

If they are running a large order, the status at the end of that day is supposed to be declared
