Engineering/Mining timelines are often missed. That's just the nature of the sector, there are so many things that can go wrong or have delays. Their misses haven't been that bad at all...even though kat.s.h1.t will say differently.
You're not ordering cans of beans here, its technical process equipment and installation/commissioning is not straightforward either. I author control software and I can have two devices that are from the same manufacturer and have slight quirks in different installations - it can be length of network, quality of cabling, quality of terminations, actual resistive termination...loads of stuff but its my job to help analyse that and help to get commissioning complete, and this is a ballache....and this is just for high end residential properties, not crucial & accurate processes - just building management to simplify running someones home.
My point is that, yes, they are effectively copying the UK installation but its never that straightforward. And the NASDAQ listing delay could be down to the US Govt shutdown....again not communicated.
So to say they have missed "critical deadlines" without knowing what has gone on is perhaps a bit unfair - and they weren't critical , to be fair, they were just "expected". I'm sure there are decent reasons why - however no one bothers to tell us....they need to fix that but this is common in AIM market co.s.
