Many thanks Stokey, I'm sure that you are right. Having skimmed a little again, it does seem to be an update of existing contracts etc. Certain buzz words and subjects seem to have been added/emphasised now. It refers to human rights, vaccinations etc etc at the very beginning and does seem to try to protect contractor's staff by making the contractor aware that they are responsible for them.
Of course, civilian contractors staff have to go to sea during acceptance trials and the US might be intending to recruit civilian crews for resupply vessels (I remember an incident where the US Army (via an embassy) tried to recruit and demob British soldiers to man ammo barges).(Highly dangerous but very well paid:)
FartingDog, please do try to keep up! I was referring to whoever was fully employed writing such a document, nothing to do with recruiting H+W staff.
