just means the buys are on the negative side of mid price, why BID /OFFER is not corrected to establish a more accurate mid price is puzzling but may be affected by price (fraction of a penny) and trading volumes.

10:07 buy/sell flag is a simple algorithm based on the traded price compared to the mid price at point of the trade.
If all trades (buys & sells) fall below the mid price then everything will show as a SELL, similarly is all trades fall on the positive side of mid price everything will show as a BUY.

"The London Stock Exchange does not disclose whether a trade is a buy or a sell so this data is estimated based on the trade price received and the LSE-quoted mid-price at the point the trade is placed. It should only be considered an indication and not a recommendation.
Trades priced above the mid-price at the time the trade is placed are labelled as a buy; those priced below the mid-price are sells; and those priced close to the mid-price or declared late are labelled ‘N/A’. "

One could query at times why the mid price does not reflect the true position more accurately but we are talking decimal points of a penny here.
