NPRA is Federal not state land so managed under the auspices of the BLM, however the Alaska Oil & Gas Commission and other state departments all play a role in permitting. The most likely scenario (at least to me) is that we will make use of the winter season once the tundra is frozen to at least -5deg. C at 12" depth and there is good snow cover 9", so January - early May perhaps.
The comment relating to existing infrastructure was existing roads & snow trails, dirt roads would not survive very long on the tundra.

3D seismic surveys utilising tundra safe vehicles do happen, however I am fairly sure that conditions on the tundra , that is depth of freeze and snow coverage will need to we at statutory levels before we proceed off any existing roads and snow tracks, SOA is very caring when it comes to protection of the tundra.
The big benefits of no ice roads must be money & the fact that we should be able to proceed with rig earlier than if we had to build an ice road.
I await firm plans, but if Erik Opstad says it is feasible then that is good enough for me.

Robin Allan who was head of exploration at time the FO was announced was subsequently moved to a "green" role and I can not see in the latest presentation.
So was it a new broom sweeping clean?
Could be lots of reasons why they failed to pursue after all I am sure PMO had a good deal of knowledge about what was likely to be encountered and the permeability / porosity etc likely to be encountered.

Well only ASX today, no trades on Chi-X it seems.
