1) I believe the actual drill permit is a joint AOGCC & BLM decision, as far as I am aware and based on previous links supplied a decision should be made within 41 days of permit application as to a yes or no, which suggests that a technical decision as to well itself has already been made.
2)First time I have seen that extra 10 days, think it's a kneejerk to the CBD threatened action, possibly a nod to the greens whilst BLM check their own decisions .
If permit comes through very early Feb should be time.
The Umiat 18 drill stopped on the ice until 13/04/2014 and was then stored at Umiat for the 2015 (U23A) season and COP plans in 2019 had mid Feb mobilisation so all is not lost for this year.
That's just my glass half full take on the situation.
Just remember if the anti oil and gas lobby win on Fed lands the precedents will be set and they will attack all oil & gas on state lands as well, the states will strongly defend their rights but the courts are the same whether fed, state or native lands and so far Biden's administration has paid little heed to the rights of the states & native peoples, hence so much litigation.
