The actual price of a barrel of oil is only a small percentage of what we pay for a gallon of petrol at the pump.
The majority is tax, then there's transportation, refinement, profit, etc, all the way down to the wages of the cashier in the kiosk. Electricity doesn't have those overheads. Governments will need to get creative to make up the tax shortfall though but, to get us out of the upcoming depression, I can see big changes on that front anyway, Universal Basic Income I reckon.
