This is the Queensland mining lease application guide dated Sept 2024.
Page 9 is highly relevant but still open to some interpretation.
Key statement.
"For a small, surface mining operation such as a shallow open cut or alluvial mining operation, the
information you provide may not need to be as detailed as for a large open pit or underground mine.
However, there should be sufficient information to give confidence that the mining operation will be
viable and that there are sufficient resources within the area of the application (e.g., results of test
work completed with maps showing where testing took place and the proposed resource areas)."
A JORC code 1 compliant resource seems to be the biggest hurdle but certainly not insurmountable in the timeframes indicated by ECR management today but even its exact make-up is open to interpretation when considering near-surface alluvial deposits.
The actual information required to be submitted including any environmental considerations looks very light compared to most other jurisdictions I have seen and no set format (such as PFS etc) looks to be stated. It will depend on the initial scale but they may get away with a simple economic study.
