From the LTF introduction:
"On ***15 August 2020***, DHSC Ministers commissioned PHE Porton Down to establish a time-limited SARS-CoV-2 test development and evaluation programme. A scientific team has been established to deliver this work in collaboration with the University of Oxford, PHE Porton Down’s external scientific advisors.
A delivery group, chaired by the Director of PHE Porton Down, will meet daily to direct and co-ordinate the programme. Oversight will be provided by Sir John Bell to ensure that it the work is carried out to appropriate quality and timeliness standards, and to whom progress will be reported at least weekly through an Oversight Group that he chairs."
I find this interesting as Avacta announced it's clinical validation partnership with LSTM on August 6th, nearly two weeks BEFORE the government established an LTF evaluation program.
We have heard it intimated from others (Ophidian et al) that new requirements from Porton Down have been imposed on LTF's as a consequence.
From that excerpt, we can tell this is a program of very high importance to ministers if the Director of Porton Down is to meet DAILY to review progress.
Draw your own conclusions but I don't really believe in coincidences - I suspect this is likely the root of the perceived delay: Avacta are ahead of the government on test development, who have subsequently requested design changes while also holding the company under NDA to allow the Whitehall gears to turn...
