USA thought they could cut Russia's economic throat by playing the Ukrainians for fools and against each other in the Dombas. This would allow Western backed exploitation of that gas (enter Hunter Biden et al) and feeding it into Europe, thereby ending the dependence on Russian gas.

If this did not work, they wanted the situation to blow up into the mess we now have and for that to become 'cover' for the mega inflation they need to resolve the USA debt crisis.
