Swanseayellow - at present the UK government is desperately hoping that all the people who end up buying a nice flashy electric vehicle will be happy to save a few pence on their electricity bills by allowing National Grid to use their cars as some sort of distributed virtual battery. This is the so-called Vehicle to Grid (V2G) idea. they are are doing this because it means that that nobody centrally needs to spend any time thinking about or finding a way to pay for energy storage.
Just like thinking that paying people to put Photovoltaic panels on their roofs is going to solve our carbon emissions problem this is lets-do-the-minimum economics at its best. It won't work, not least such an approach will invalidate all the electric vehicle manufacturers' warranties. They are are not going to guarantee a car battery for 100,000 miles if the grid can charge and discharge the battery when it likes, thereby shortening its life.
We need real carbon reduction solutions on technology that is available NOW, not pie in the sky thinking that may never or will never work.
