The situation is very clear if you look at the Annual Reports of the Bangladesh Power Development Board. Each year they give figures for new power plants commissioned and forecasts for future plants delivered. All numbers in MW. Note that each year actual performance is 30% to 40% below plan.

2017 1,849 [ 1,187 ] -36%
Forecasts from the latest report (2017-18) published in late 2018 give:-

2018 4,471 [ 274 ] 6.1%
2019 5,265 [ 1,320 ] 25.1%
2020 1,425 [ 0 ] 0.0%
2021 3,981 [ 1,320 ] 33.2%
Note the slow progress in forecast coal plant completion. Perhaps it is better to lower the targets for plant in 2024 than to miss them in a big way?
