Just a thought I'm wondering whether the government don't want to be the one to overrule the local government and people in granting the land permit as it sets a precedent. With the meeting this weekend, sorting out the PC issue, are the Central government being friendly, cajoling and persuading the local government and people and saying come on we are sorting PC issue so you can now grant the land permit and work with PM - might be wrong but wouldn't be surprised
That is actually very positive development. Petro China have for many years taken the Oil from Block 19 and 21 on very favourable terms but not looked after the locals the way they should have. Amendment to PSC is not a surprise to get more money distributed for locals.
Petro Matad on the other hand have been more engaging with locals. Think they setting the stage for Land permits to be sorted urgently if you read between the lines. Anytime now...
Dozzwaba- isn’t it just a case of :- Central Government trying to redress the imbalance as seen by the locals and before they grant another oil company any rights they need to be seen to have put the offending existing oil company on a better footing with the locals . Once that is seen to be done overriding the locals permit is still there but cajoling them to grant it themselves should be more palatable.!?

After 4 years waiting for LP it is too late now for MG starts 'persuading' the locals!
It is now time to make the situation right for MATD shareholders by granting the explotation permit.
Matd shareholders have been suffering enough and it is not fair to be punished for somebody else mistakes!
MATD should not start any more exploration drilling before LP granted regardless loosing the license or not.
MATD should hold its ground firmly to be able to get its license for explanation.
Unless MB has different plans or knows something different this i see as being another long wait. The MG is very reluctant to overrule the local people and local government and it is going to take a long term for the MG to renegotiate the deal with PC and demonstrate results to the people. The only hope is that the MG convince the Local Govt and people that they are acting and persuade them to change. I fear nothing this year.

What is the point if we find oil but can't take them out?
MB should have stick and carrot strategy I guess!
I'm thinking if the velociraptor drill is successful and achieves 200 million barrels recoverable then that it's surely going to give MATD more influence over the MG regarding the granting of the LP. Come on velociraptor. GLA

If MG reluctant to grant explotation permit now after 4 years! Why should they honour the permit later!

I still believe they would give us the permit. I don't see what they would achieve by refusing it.
However if no LP granted MATD shouldn't start exploration drilling.
I am not sure how many of guys here agree with me.
Must admit i can see both sides of this debate and cannot work out which way i really fall.
Would refusing to explore make any difference to the MG govt. They let the license lapse and then re-issue to someone else.
But then they do need to know there is something out there to back up with spending on the refinery. And i think this is our one savior at the moment the funding of this $1.4bn project has to get financed somehow and I do not see Mongolian Sheep herders earning enough to increase their taxes enough.
As much as the MG do not like it this is in their hands and need to move on it fast otherwise they will lose everyone,. The local sheep herders votes. The LG who think they are bigger than national governement. Mtad sympathy and support. Financing from afar for terminal because they cannot sort out the mess on the ground. British support and lack of trust from whole of international business in Mongolia As i see it the MG have to be far more pro active than the odd meeting here and there, At the moment this is not looking promising but it could be promising. I am hoping that MB has something positive to say on Wednesday that are not platitudes.
MB has strong support from uk ambassador/uk. Mongolia needs uk support in general.
I guess this gives MB good leverage now and he should push it.
