As we all know, its been a bear market most of the year and so a lot of companies haven't rallied on news as they might have during a different period.
For Oracle, I think you also have the markets waiting on more defined, more solid evidence of things going ahead. As it stands today everything awesome Oracle has and plans to do is all just on paper, all just ideas.
Those ideas are starting to develop, but could get derailed easily at this stage. LOI's, MOU's are all great, but the company needs signed FIDs to start backing up its plans. However, you can't just sign a FID. To get to that stage there is a mountain of work to be done, which I believe is happening, however, it takes time.
The GH project as an example should have its study done by summer next year. Thats the groundwork, the foundations for things to come after.
At this point, Its about understanding the company isn't there yet, so value will take time.
Again, that's not a bad thing either as allows months to top up your stake.
Building stuff is a slow game, it takes years upon years and is rarely a get rich quick scheme. However, as with everything, if the company continues to progress then eventually the price catchs up with the potential.
