Just down to money flows and right now there is less money flowing and what does doesn't want to come here. May get worse if taxes rise.

Market failure? It's just not attractive enough for there to be more buyers with a reason than sellers with a reason. When will buyers see a return when the value is locked up in either cash or illiquid holdings that doesn't find its way back to the investor? Buying something "undervalued" just in case it returns to fair value means you can be tied-up here for years waiting for someone to pay a higher price that you did for them to take over the job of waiting.

The market has run out of suckers to do that. Is that what you mean by market failure?
