Now we understand Mata Sum have legal priority and Local governor cannot 'legally' interfere.

When we understand this we also maybe understand timeframe for getting official Land User Agreement from Local Sum - this is not Cabinet level document or Dornod level document where local governor try to block.

This is local Sum where Agreement will already be known for them to vote on & now just official stamp.

I go to point about SSPL and why this is NOT needed (it is helpful to have because of level - Project of National Importance).

From RNS (not anonymous poster looking to trade lol) -

"The Company has had its application for land access for 2024 operations approved by Matad District Committee. A Land User Agreement is now being prepared which, once signed, WILL ALLOW 2024 OPERATIONS TO GO AHEAD"

Understand this is seperate way from SSPL to same end - Yes?

Also - "The approval means that the LAND USE AGREEMENT can now be prepared & signed by the District authorities (Mata Sum) and by the Company and it will Allow our planned activities to go ahead WHILST the Special Purpose Certification is completed"

"The Company is now stepping up the planning of Operations.......further Operational updates will be provided" etc

Think a lot of issue come from BB posters who do not understand Local Mata Agreement & SSPL are two separate ways (Plan A & Plan B).for same end - some deliberate dishonest posters (and proven liars) whobtry to mislead for own trading purpose AND confusion over Legal Authority & timeframe for LOCAL DOCUMENT STAMP compare to Centrl / Provincial level Govt processes.

- Mata Sum have legal priority - 2017 Land Law.

- They were against development BEFORE so Local Dornod governor act for them because they give him permission for legal action.

NOW

- Mata Sum herders have accepted compensation & Mata will get "royalties" also from Operations.

- Mata Sum have given permission to Petro Matad for Block XX Operations. Local governor have NO legal rights now to stop this.

When company say they "remain vigilant" if course he can try to convince Mata Sum not to agree but process already agreed even when they know he against.

Why the SP drop after 34% rise on RNS? If you read comments on BB very easy to understand confusion from those who have not research Land Law and do not understand Mata Sum decision have PRIORITY over local governor feelings - this is why he try to delay Plan B Special Certification which we do NOT need for Operation start (I do not trust mr Professional on this point LOL)!

I follow PDAC 2024 Conference in Canada where Mining Minister & full Mongolian team go - this also include Xcalibur who I mention before about exploration technology.

Tell me even more about what happening, how Petro Matad position so well in this & foreign JV investment coming into Mongolia to link up with company.

Canada also giving technical assistance to reform legal law "especially in the direction of Mineral Resources".

Investor will put pieces together & understand IOM meeting company set up 😏

Before anyone say "we wait for paper last time" (because this BB is like that with some poster lol) - Before we go thru Cabinet level process and then local governor who try to block Special Certification.

We go thru Local Mata Sum who ALREADY have agreed, have FINAL say above local governir (under Land Law) and are Pro Petro Matad with very simple beauracratic structure.

Do not think it have anything to do with protected area really. If you read RNS from before it say Governor have blocked all new development from other companies also with "no reason given" - we can guess at any number of reading why including Environmental group pressure / money 😏

This is why Special Certification thru Cabinet started BUT also show his influence with Local Citizen group gone now.

Local Citizen group of Mata Sum always one who make final choice (for Plan A route) - this choice made & confirmed - now local (Sum) level signature on Agreement only.

When posters here say Petro Matad should "pull out of Mongolia" and other things this is crazy talk - they have AGREEMENT and already stsrt to plan Operational start with just admin function now.

Also Local governor need to be careful not only of Central Govt action but herder support taken away.

Petro Matad have done good job in local Mata Sum and why herder population so aggressive with Eco supporters.

Everybody apart from BB posters expect Operations / Production for Drilling Season 2024 - this is not like delays before - we have Local Support Agreement now!

Confirming Local District Approval is MATERIAL!

Energy is THE major political issue in Bangladesh at this time. Now Govt have had time to "settle in" we can expect 'New Energy Plan' to be reveal VERY soon!

Some people say Q1 (within next 4 weeks) but others say this is indication and not hard timeframe - we know it will be very soon either way. 🦉

Header base on NEDs already identified and with AGM feedback from last week of at least 1 candidate in attendance.

We expect lot of inward investment once this issue RNSd and any uncertainty which remained - removed.

Also the Bangladesh Govt New Energy Plan which we expect soon after with LOW LIQUIDITY expected to make accumulation difficult in these situations.

All parties have been aware what (& who) hold up is for Special Certification for done time (Local land permission which was always PLAN A is approved by Matad Committee - RNS 1st Mar 2024).

Now to header - see Petro Matad X Platform meeting with MRPAM.

"The two parties (MRPAM & Petro Matad) to the Production Sharing Contract reviewed COMPLIANCE & IMPLEMENTATION of the PSC" - we know from RNS full compliance & no overlap issue.

"During the meeting, both Petro Matad and MRPAM pledged to work together to overcome ALL obstacles to enable COMMENCEMENT OF PRODUCTION FROM BLOCK XX IN 2024".

I bring this up because now details make more sense after last RNS and letter about "sensitive issues" with "confidence" in this.

MRPAM / Central Govt are prepared & WILL see Block XX production this year. They will not lose more PsC revenue because of 1 person and when Cabinet have passed the SC and with no legal base for overlap issue

REMEMBER THIS IS FOR SSPL and NOT LOCAL AGREED PERMISSION!

RNS say the issue FORMALLY raised with MRPAM, MMHI, Ministry of Economic Development, Central Land Agency, Deputy Prime Minister, Prime Minister and President.

What Platform X communication from Jan 16th tell me is that they have been prepared for Local Governor issue and will deal with this seperate from Local Access Permission - HE WILL NOT BE ALLOWED TO INTERFERE and Prime Minister have final say on his appointment / dismissal.

With this we can expect Local Govt Meeting paperwork to be quickly delivered - this is not Cabinet level decision or Provincial Govt beauracracy but local (district) council paper permission & stamp.

I think this are operational questions which Management will be in better position to answer after dud yssiins with partners after go ahead given.

We know Foreign currency / Energy situation critical but Govt will be in stronger bargaining position with Country level financial institutions once it is known domestic production given go ahead.

Sometime people miss this when they look at timeframe for Phulbari production to make impact - permission itself ease borrowing mechanism.

What we look for here BEFORE Production and main price catalyst is the Permission itself.

I think ALL intel have to be look at and then picture becoming very clear indeed.

BUT with all intel we have and global energy price situation, Govt Foreign currency crisis, Discussions between company representatives & Gov, public intel on New Energy Plan to be unveil - do we really think situation is same as last time yiu traded.

We also have (very) near term news on New NEDs and think they will be very strategic backgrounds.

I did buy at lower price then any of trades yiu say BUT I have not sold even 1 share & will not.

I KNOW what I know and stand by this - do not need it for Operations to start to develop Heron field.

In the "longer term" is something else because of Special conditions in Special Certification which cover more then just local Permission.

Special Certification NOT needed but as you say better to have it - it give extra level of protection so why not & with growth that Petro Matad expect

Special Certification was to "expedite" process because of Local (District - Matad Sum) opposition using 2017 Land Law.

This is reason Special Certification started while Land Law amendment go thru Great Khural

BUT NOW COMPANY HAVE LOCAL PERMISSION - OPERATIONS BAVE GO AHEAD.

Local Matad Sum (District Council) will draw up paperwork because this is all Petro Matad needed.

Provincial Governor only there to sign Special Certification paperwork which is NOT Local Permission paperwork!
