The UK govt is upset because after they said they were willing to break the law, the EU now is, quite reasonably, saying there will be consequences if they do it again. It is like these idiots in govt have never had to deal with people before.
The reason the EU is insisting on having strict penalties for breaking agreements is because the UK is currently seeking to undermine what it has previously agreed with the EU. My younger self voted in favour of joining the EU and saw it's labour regs as a bulwark against neo-liberal Thatcherism. The Brexit no-deal scenario will be disastrous, with possibly the financial sector and a little bit of fishing being the only beneficiaries, and a deal won’t be a return to boom-times that many people think either, IMO.
