It's perfectly understandable, the interim LONO is entirely upto MSC to use as is, they have been given Tentative assurance by Warsila who have said that upto 1300 hrs there are no issues so far with MSAR,it MSC's decision to then say fine we'll take that as is. And then approach insurance companies saying they want to use it,but will have to pay a higher premium to do so.
But the crux if the whole argument is, even if MSAR is good to go after the POC, it's the Mediterranean hub that is crucial for its supply, hence getting the refiner on board, and if it is Cepsa then it will take at least 6-8 months for the installation of the MMU, fits another refiner it will be longer because a plan for the refinery configuration has to be analysed.
Bottom line, the BioMsar LONO will be completed by the time the refinery gets an MMU installed and starts to produce MSAR, so it doesn't matter either way.
