I have no idea what ICL are planning, but I have seen what is happening around the Dead Sea. They are not the sort of people I would ever turn my back to.
A couple of days ago I posted re objecting to the 2020 ICL planning application at Boulby. This was not because I want to see the mine close and people lose their jobs. What worries me is that ICL at some point in the future will close the mine and just walk away - liquidating the British subsidiary and leaving the blot on the landscape above the Boulby mine to rot away. The 2020 planning process is a chance to force ICL to spend a few bob cleaning up the Boulby site (why do they need the chimney any more? etc)
You post regularly all the planning minutiae that Sirius deal with - down to the exact shade of brown/green paint to be used on the sheds. IMO it's about time some of that focus was aimed at ICL

What they are saying is "just because Sirius are going to make billions digging up polyhalite next door; don't expect us to do the same" - advance warning that they won't be doing well in the long term at Boulby - maybe put in so the Auditors didn't give them an embarrassing little footnote.

On a closer reading of FWS 3.4 it says "construction" works in phase 10 due to end in June - this obviously refers to the sheds only - not the shaft

As I read it they intend to use old fashioned excavator until either the VSM is available or until they get to the depth that the VSM was intended to reach. This suggests work at Lockwood Beck is going more slowly than expected
Delay cannot be very long as the Phase 10 works are listed as finishing by end June
