Think you need to check that, Cost of ESN project £5billion, Cost of USO £1.5b, AVN is a small part of that making a robust network. USO will be a waste of money, already several failed projects such as BDUK and many others, fact is takeup is low and with MNO's being hit by fines for not hitting coverage targets will make them act to increase masts, could be a mix of temp satellite sites and new sites, So a win win for Avanti, get paid off the MNO's not having to deal with small users who don't pay and high churn rates. I didnt read the whole USO project contract but the killer for satellite on this is not the speed 10/1 very easy its the 100gb data which I can't see any satellite operator making money from, I did notice that even OFCOM admits that :
"A mix of technologies that meet the minimum specifications will be used to deliver the service. In 2016 Ofcom advised that satellite connections will probably be the only option for some consumers (approx. 0.2%) but may not be able to fulfil the additional quality parameters"

So in my opinion AVN doing the right thing, they tried small resellers for residential users which didnt work as the share price clearly shows, now the new management target MNO's, Gov's and other satellite operators which is where the big bucks are, leave Eutelsat to the small residential UK market which is subsidised by their TV deals.
