HITS, I know you are aware of the contract but you refuse to belive it which is fine, but money talks, it matters not how EE will use the bandwidth they have bought, the fact is they have bought it, it's there in black and white

And from ofcom themselves I will re quote AGAIN
""A mix of technologies that meet the minimum specifications will be used to deliver the service. In 2016 Ofcom advised that satellite connections will probably be the only option for some consumers (approx. 0.2%) but may not be able to fulfil the additional quality parameters"
It's also noted that you fail to mention the figures I posted for you RE value of USO compared to ESN, USO is not fit for purpose, 10/1 is a mere stop gap untill MNO's pull their finger out to give 100% mobile coverage, 10/1 will not allow future applications to be used.
30M USD is a great earner for AVN you cannot deny that.
