HZM is at the stage where the equity portion of their fund raise has still to be determined and that uncertainty, IMO, is impacting the share price. Once/if the funding gets nailed down the share price should rise. I don't think HZM is necessarily under valued but more approaching a critical milestone which, once crossed, will take the brakes off.
You have to cross a whole series of milestones before you are in a position to monetise the stuff in the ground. Getting 90% of the way there doesn't stand for much if you can't cross the last hurdle. I think that helps explain why companies like HZM, given their relatively advanced position, appear under-valued when, in fact, they're not.
It would be better to look in on HZM once their funding has been tied down and work on building the mine and RKEF plant has started. You also need to keep in mind that HZM is taking a different path to Amur. HZM is building its own mine with all the risks that that involves Amur, IMO, will not. Amur's risk profile is different.
