Just to finish, Colour.. As you keep saying read it closely, you will see they are having trouble financing loans, which will be passed on to villagers, and of course maintenance. Unless governments offer it for free, which they are not inclined to, in some villages where they do not have permanent jobs (or any Jobs) they cannot afford even basics. You live in a rich country where if you don't work there are always some bottom line benefits. Companies and countries do not say this so you only read what they give out. What does your friend in India think are these villages she visits rich enough for these loans. Switching screens now, that's something they cannot do unless in Delhi etc.
