That is different to there being NPPF policy on losing 20 hectares of grade 3a farm land and proving a site will lose more 3a farm land that the developer is claiming because they were using the wrong agricultural land classification map...
There is also a weighting so if you need to loose 3 valuable trees. It might be justified to build a hospital, but not a a diy store.
Council budgets will be hit very hard if they act frivolously against NPPF.

Because they don’t want to RNS another wrong date because you can’t trust the SNAKES in surrey county to hold a lawful meeting that should have happened in Feb/March and should have been declared void in the first week of July and heard again in July.
There is a complete abuse of process going on and they should all be locked up for misconduct in public office...
This is the same council that refused planning lost the appeal and permission granted for drilling leath hill but delayed the drilling by manipulating the planning system for 10 years so the lease expired.

Yesterday penguins had Implying UKOG were delaying planning deliberately.
I must point out that we don’t have these issues in West Sussex . And Surrey delayed and manipulated the leath hill application 10 years.
Surrey can’t even agree a lighting condition or a dust management plan swiftly.
The transport condition is only a repeat of what has happened. The noise condition took an age.
A non material change in the order of site development not needing a meeting can’t progress before or during lockdown...
Quite frankly I expect IOW planning to be passed before Surrey resolve Horse Hill or Dunsfold.

They pumped out intervention fluids.
What as a percentage of the total HH production was water?
And how much of that was water , drilling fluids, or brine to weigh down the oil during interventions ?
Have you heard of the planning guarantee ? Any application should only take 6 months! The clock stops if you are waiting a report from the applicant side ...
