I'm guessing its a standard fine that the Court can issue, so the money goes to the court for wasting thier time not the other party. There are probably a standard set of costs. (I'm guessing).

My experience of court is small claims where the court has a standard set of costs it charges you for all sorts of pointless things.

He's not mentioned about paying hopes legal fees for time wasted strangely.
