Well that's obviously wrong.
Supposing GKP announced a $400m dividend policy for the year.
That is possible because of the oil price, the current PSC arrangements, current flow rates and the cash already available.
Yes it rapes and pillages the CRP and denies any significant field development capex.
But that aside, apart from stopping payments, what do you think the MNR could do about that?
Knowing that the Field couldn't/wouldn't be developed in the way they hoped.
Of course the MNR have a watchful eye on the way GP is distributing its cash. They'd be stupid not to.
