Broomtree ref 14.19 post There did not appear to be any civil service opposition to the government stating that they would be building upto six MROSS without ever making a statement to Parliament as they should have done. There are others but that was the worse as even after a point of order was raised they still did not make a statement.

What makes anyone think this government cares anything about the rules? They frequesntly break the Ministerial Code with impunity. If they think it will help them to green light the UKEF guarantee they will. What is anyone going to do in the middle of an election campaign.

Kaeren ref 17.08 post what I found interesting was how little has been spent on the guarantee. This suggests poor marketing leading to a low take up.

From the agenda it can be seen that HARL has two senior staff members giving presentations on day 1< There does not appear to be any HARL involvement on day 2 but there is discussion on a possible funding route that could be a way for Artemis and HARL to collaborate.

I think I might start betting on hunches based on what I read in the Order Paper. I thought on Wednesday an election was about to be called after reading the Order Paper.

Scaffman ref 09.09 post That is interesting as when it comes to maritime transport I will be corrected if I am wrong but the only shipyard in Northern Ireland is HARL Belfast. So any policy statement would be helpful to HARL.

What strikes me as I am suspicious of the motives of any politician is the timing of the announncement. By making it now his constituency party has to rush to find a replacement. That is unless he had told them privaely earlier and is only now making it official. So about 1 in 6 MPs are leaving Parliament that is some churn.

I note from the Order Paper that there will be a written statement today on the shipbuilding credit guarantee scheme. I have no idea what it is going to say. I presume that it is just to update on take up but that is a guess. Whatever it does say may be of interest.

The other thing that we have not had are the investor meets where we had a presentation fom JW and AR followed by questions. If memory serves me right the last one was in November last year must be about for another. Heard any gossip from your mates and they on a go slow or hard at it?

Hebridean9 ref 12.24 post while Riverstone are no doubt aware of the discussion around the £200m loan as far as I am aware they are no party to the negotiations so I do not see how they can be asked or required to take debt for equity. I am also not aware that it has even been suggested that be the case.

Jumbo07 ref 11.46 post I disagree the Ministers will still be in office so could make a decision if need arises. As a practical matter I am not sure if there would be any sanction for breach of the purdah rules by a Minister. If Labour win the election or are the largest party in a hung Parliament then due to the networking done by Ben Murray I am not sure that Labour would veto the guarantee especially if they need the Northern Ireland parties support.

On Monday Harland & Wolff hosted members of the Northern Ireland Affairs Committee as part of its inquiry into defence spending levels across the UK.

During their visit to Belfast, the committee witnessed the extensive works underway to upgrade and expand Harland & Wolff’s facilities in preparation for the company’s Fleet Solid Support (FSS) sub-contract. This contract will see Harland & Wolff invest £77 million in new shipyard infrastructure and technology as well as an expansion to the businesses existing workforce with expected peaks of 2,500 during high-demand periods.

Harland & Wolff is crucial for Northern Ireland and the UK, particularly in enhancing the UK’s sovereign shipbuilding capabilities. The visit gave committee members even greater confidence in the region’s capabilities as they finalise their inquiry.

Stephen Farry MP was clearly impressed by the visit judging by the question he asked at PMQ.

According to this document https://www.parliament.uk/about/how/elections-and-voting/general/dissolution/ government ministers still keep their offices during the election period. So if a Ministerial decision is required it can be given after 30 May 2024 when Paliament is Dissolved. This is subject to the rules on Purdah. I know the name has changed but I still use the name.

The issue is with the exceptions where it states The NPPS also expressly disapplies the social value element in Ministry of Defence defence and security contracts (as defined in section 7 of the Act).
