If a company in the SR is willing to make an offer before the permits are issued, but with assurances from ARSO they will be issued in due course, they will take advantage of the current hiatus and make a low offer. It would not be 3p. When the permits are issued and AST have greater bargaining power then 3p becomes more likely. Therefore a company may, just may, be inclined to make a low offer now. That could be of interest to AST as then that company will be taking all the risk. If that company feels secure in their position and relationship with ARSO then they could be willing to take on that risk for a low offer.
