Your argument doesn't hold water though DR, as the converse makes no sense.
If they had insider information things were going bad, then not exercising in the in the money options would surely be the same insider trading you talk about? So you end in a paradox where whatever they do with the options, by your logic, suggests the opposite is happening, which means they should do the opposite with the options etc.
The only sensible, logical positions are. Can exercise but can't sell or options get extended.
Now, the law may very well be different, and they may not be allowed to exercise, but as none can provide a link to a reputable source stating that, it seems unlikely.
As such, it very much isn't clear, as you claim it to be
