No, this is not a debate, all uk listed companies have to follow uk listed rules, so no they are not subject to less or more onerous rules as you stated.
If they were subject to jersey rules then company secretary would have told you the deadline was sept (7 months according to Jersey rules) and not August.
Unless she doesn't know the actual rules herself? But I'm sure she would consult the company legal team before sending out an email.
