Nothing official, but the approach seems to be to roll out to everyone regardless and then test thereafter.
I personally don't think it was ever the plan to test prior to the vaccine - tell that by the production numbers.
Quite where it will fit in will be interesting - I can see a private use so you and I can test ourselves if we chose to check we have the antibodies. The govt usage though? Not sure, logically it should be used to indicate to when the 2nd vaccination is needed you would imagine, but again, they may go with a one size fits all approach of saying everyone gets it after say 9 months.
Remember, the UK's vaccine Axn is pretty cheap and has a larger supply. Maybe if we were using a more expensive, less widely available vaccine, the test may be used to limit the usage of the vaccine where not needed, but I am just guessing!
