I'd say that market makers will hold a float of shares. If the there is strong demand and not enough sellers to meet that demand they will offload from their float. Conversely, if there are lots of sellers but not enough buyers to meet selling demand, they will accumulate themselves and build up their float.
Their float will go up and down as buy/sell ratios fluctuate. So, what am I saying, in terms of retail buyers and sellers, sometimes the market maker themselves will be the buyer or seller to smooth out and take up slack.
