Waha/Ingalls will dictate that. They control this company in my view, there is no one else in charge, the management don't own significant stakes. It's Waha's/Ingalls company and they've been here since the IPO.
A buyback would cancel shares and artificially increase their already large holdings in the company without them having to make any outlays. Before leaving the TSX they couldn't have done this as it would have pushed their holdings above the 20% mandatory takeover offer threshold. The threshold on the AIM is 30% so lots of room there. They might do it but is there the liquidity for it without pushing the price higher?
