If they don't come up with valid reasons, it won't stand up on appeal, and the council will be liable to costs. The council legal representative will be keen to make sure the planning committee keep within planning rules.
Not only would the council have to pay costs if they turn it down without justification, but the community would also lose out on the funding programme that would be set up by Rathlin.
