But RoJo, you are confusing the two (most likely deliberately) The purchasing of the land for the full field development has no bearing whatsoever on the pipeline and the well pads that are already in the company ownership and therefore should not effect production dates whatsoever.
Land acquisition and compensation payments have already begun in regards to the larger development project. Without doing any research you will no doubt not be aware that on purchase, village land will be re-registered as general land on which a 33, 66, or 99 year lease will be granted. There is no delay other than a normal transaction of property payment and title exchange. The district commissioner and region officials who hold sway over village land all attended sessions with the local population earlier this month in the villages effected and received welcome and support from the locals. As they will be rewarded and most likely be well rewarded and one of the first to receive clean cooking facilities I don't see too many objections but for the odd one or two that maybe be against, the president has the right to order the transaction and once the title is exchanged the buyer can move in immediately and start work.
