Listen to me, Biomass is a niche luxury that is perceived to be a long way off being able to scalable enough to support the needs of even a modest population let alone sub-national levels. California simply cannot be seen to be throwng money at novelty programmes at the moment.

They should be aiming the technology at self-supporting islands with an year-round agri-economy base. Simple as that.
