Yes and no. There can be a compensatory element - a maximum of 50% of the Estimated First Quarter Charges (see 6.4 Schedule 3) as well as reasonable costs (see 6.1 of Schedule 3). However, DHSC is not responsible for staff costs - other than for very specific costs (see 6.6 of Schedule 3).

As I have said, I don't think it is likely at all... but then again, given how DHSC has behaved in recent months and with other suppliers you can never says never.
As for selling up, don't be daft - I'm in this for the long term, regardless of the DHSC contract.
