The UK-RTC are having to negotiate with the Department of Health & Social Care (DHSC). I feel for them - I really do, as I am in the same position...
I have dealt with DHSC on and off for about 20 years. In the last 5-6 years it has been gutted, with many of its most experienced and competent civil servants taking early retirement or moving to other departments if they can. It is currently headed by one of the most incompetent teams of ministers I have ever known - and I'm not being party political: they are simply lazy and incompetent compared to their predecessors (of all political hues).
They're also not acting independently in the best interests of the public in relation to Covid19 but simply implementing orders coming from the Cabinet Office. Recent meetings have been like dealing with headless chickens, with demands and expectations changing constantly - sometimes in the same bloody sentence!
UK-RTC and ODX are in a strong place. Timetables will be subject to political whim and must therefore be taken as indicative, rather than written in stone. That said, so far Colin and the wider UK-RTC team have delivered and I am sure they will continue to do so - despite having to deal with DHSC.
