Quite right, you need rapid testing. For a vaccine to work it needs to be effective for more than 75% of the population. There’s never been a vaccine that effective for a coronavirus. Let’s imagine by some miracle they develop one that effective. You then need the entire population to queue up to take this barely proven vaccine. If it’s difficult to get people to take a test when they’re healthy, good luck trying to persuade them to risk their future health by taking a vaccine. Chances are there’ll be a vaccine with 50% efficacy and only about 50% of the population willing to risk it, a combined effort of 25%. Nowhere near the number of people to stop the ongoing transmission.
Mass testing is the only way to get the r value down. Then you need regular mass screening of the population for track and trace. If you haven’t watched the Beeb documentary comparing the US with South Korea, it’s worth a watch to see how test, track and trace should be done. South Korea are currently have 2.8 cases per 100,000 compared to 367 here. The peak earlier in the year for them was 6 deaths per day.
