In theory the Oracle does the hard work we are led to believe. It is filtering out headers, actually that would be immutable data plus data that changes - the EXTRANONCE in particular. Each time the EXTRANONCE is incremented and that's after all NONCEs have been exhausted, the Oracle will assess the header. This header, which is almost identical to every other in this 10 min block is then passed to the hashboard to be processes by SHA256. The Oracle could be any distancence from the mining rig, obviously the more distance the less efficient. Of course the rig would need to understand it was receiving a prefiltered header from QBT's Oracle rather than a standard job from a mining pool.
But as I think alluded to by QBT, at another level up a mining pool could be configured to distribute pre filtered headers. It would all require application software and firmware.
