Mr.Dt I used to work at an environmental consultancy that did dust auditing at the port of Tyne, for wooden biomass pellets that were coming in from all over the world to be taken by train to Drax power station.
I can confirm that the pellets were always loose and never bagged (perhaps why they were experiencing such dust problems in the first place, you might argue).
When the biomass arrived a large crane grabber would be lowered into the Hull of the boat, and remove the product into hoppers which then deposited the product into covered dump trucks that would take it to a warehouse, from which it was loaded onto the trains.
Anyway, I would liken the two products in size, shape and transportation means, so would very much expect poly4 to be transported loose as well.
