Listening to the Central Bank Governor it sounds like they want to exploit their resources, encourage inward investment generate foreign currency inflows.
So I'm guessing they want to get a handle on everything and somehow push them all forward.

DRJJ, wrt an RNS if timescales materially impacted, that was exactly the point the CEO of TMS made on twitter yesterday.

No, he doesn't alter the facts so he does provide good optimistic summaries, but delivery and enthusiasm is biased, as you'd expect from most shareholders. Thankfully, he isn't as crazed as some you'd read on these boards.
