AngerSharkz, over the nine months, this forum has been well documented for trashing almost everything that comes out of Dave Ward's mouth so let's not stop now.
Dave Ward wants this agreement to go through with a resounding YES vote otherwise he is toast (although he still could be) so he is going to paint a really bleak scenario of what a NO vote is going to bring.
So let's look at the implications of a NO vote and the BoD putting RM into special administration.
All of the RM operations would need to go into special administration and be overseen.
"Objective of a postal administration
(1)The objective of a postal administration is to secure—
(a)that a universal postal service is provided in accordance with the standards set out in the universal postal service order, and
(b)that it becomes unnecessary, by one or both of the following means, for the postal administration order to remain in force for that purpose.
(2)Those means are—
(a)the rescue as a going concern of the company subject to the order, and
(b)relevant transfers.
(3)A transfer is a “relevant” transfer if it is a transfer as a going concern—
(a)to another company, or
(b)as respects different parts of the undertaking of the company subject to the order, to two or more different companies"
Would there be job losses?
Almost certainly but restricted to areas of the business that are deemed to be "non essential" such as CSPs and support roles which would include quite a few managerial posts as well. There would be several thousand job losses but that was the original intention of the BoD in the first place.
Would the doors of every RM building be padlocked shut and closure plates fitted to every post box in the UK.
No, as the administrator would need to comply with the above regulation.
How many outdoor OPGs would lose their jobs?
Probably not that many due to the above regulation.
How many senior CWU employees would become superfluous?
Probably quite a few, which is why Dave Ward has to do a bit of scaremongering. He is also factually incorrect regarding parcels as they also fall under the USO obligation but only five days a week.
