Evening stokey the Lyonese Lady is only a small craft maybe it is an off the shelf job. That leaves the 2 main ships and at least we now know only us and Cammel in the running from the UK.
Find it hard to believe that the money coming from the leveling up fund would go to an overseas yard. Sure that would lead to a heated debate if it was the case. Also remember it mentioned in shipbuilding debate in parliment that 30% of a shipbuild costs goes back to the Gov in taxes.
So it would seem it is highly likely Appledore or Cammel Laird i know who my money is on.

It will have no effect on IM as no other salt caverns available in Ireland so any hydrogen produced in Ireland will have to be stored at IM
