Not sure what they are talking about unless it's specific to sealion. Capex is an expenditure that's included into the overall BE costs at for example $10 or $12 /bbl. The actual figure will be directly related to production guidance and any increase in that reduces the per barrel cost. Vice versa with a drop in production guidance.

So PMO $45 / bbl guidance is predicated on 75kboed production guidance and associated other costs including the capex indicated for 2019.

According to one article O&G makes up 1.2% of the gigantic portfolio. So they will dump 12 billion of equity in the sector. As I understand that's a pittance of the sectors value even at these low valuations. In any event that's the 3rd time this tripe has been rolled out in hopes of it keeping a lid on investment I the sector by keeping oil under $70 which in all fairness is good overall for the industry. PMO doing ok at 60, very good at 65 and 70 speaks for itself. Over 70 is a double edged sword.
